Visual Acuity - Clarity of Perception
Drysdale's primary ability is his eye sight. He can't see further distances than other people, but he is able to pick up on subtle details that others can't. For example, if someone happened to shoot a bullet, his eyes would be able to trace it's path. Most things moving at incredible speeds he's able to see.
Psychokinesis - Telekinesis, the ability to move objects out of physical reach with the mind.
Drysdale's telekinetic ability simply allows him to move objects that are located in a six foot radius from his body. Meaning he can throw items at people, utilize his telekinesis to block oncoming projectiles. The ability is more so used for moving smaller objects (such as locks), tossing smaller items (like knives) as projectiles, or shoving things around.
Empathy - Emotion Sense
Empathy, which literally translates as 'in feeling', is the capability to share another being's emotions and feelings. Using this, Drysdale can expertly read emotions, tell lies from truths, as well as other various abilities. Drysdale is able to always read everyone around him to a vague extent, however to use this power to the fullest he must be within 5 meters and concentrate specifically on his target.

Just because he's able to see motions, doesn't mean he's able to respond to them.
Telekinesis
He can only move objects that he could move normally. Like he can't toss a full grown human across a room, or pick up something else extraordinarily heavy.
Secondly, when using it, he uses the same amount of energy that he would have if he were to move the object physically.
Empathy
When this power is active, Drysdale can become subject to extreme waves of emotions from those around him, which can then affect his own mental state.
Miscellaneous
He's physically pretty unathletic. Though he tries to be fit, he runs out of energy if he has to run long distances, or engage in physical activities for long periods of time. He's not super weak, he just gets tired easily, and even falls asleep at times.
And he has a horrible short term memory, he often forgets peoples names in the middle of conversations, and what the topic is. Things of that nature, his long term memory is decent so after awhile he'll generally remember, but this makes him come off as some what absent minded.
Personal Strength(s):
Lying - Probably Drysdale's greatest asset. He is almost pathological with it. He can lie on a whim, and fabricate intricate stories easily. His facial expression is always hard to read, so it makes him excellent at bluffing.
Thievery - Drysdale is competent at everything from lock picking, to pick pocketing. He is an established conman as well, able to cheat people out of money with relative ease.
Gambling - His underhanded ways make him great at all manners of gambling. Poker, Dice, etc. You name it.. it may be more appropriate that his strength be called 'cheating' rather than 'gambling'
Knife throwing - His weapons of choice are various throwing knives. He's an expert at using them, both normally and with his abilities.
I Wanna Know More!
Personality:
Unenthusiastic and lazy are the best words to describe him. He is highly unmotivated to do anything that requires physical labor, or really anything at all that doesn't yield immediate results. He's never had a job i his life, because he has never had the motivation to search for one. Drysdale could be content to spend each of his days, inside of his crappy one room apartment sitting on the torn up couch and staring out across the city.
He's selfish, and thus ambiguous to conflicts concerning 'good vs bad', and the like. He almost wishes he hadn't been born a Ryougun so that he wouldn't be inclined to fight one way or the other. Thus he takes a more neutral stand point, preferring to avoid trouble and danger the best that he can, rather than get involved in conflict.
He does however, understand that a living must be made, thus he needs to make money somehow. He is unable to dedicate himself to normal, or honest work, so he makes his living as a thief, a conman and a gambler. It's worked well for him, and he rarely has to do anything but the bare minimum to get by, so he sticks to this life style. Sometimes he runs out of money, and finds himself working for others for brief periods of time, as he is always willing to lend his services to the highest bidder.

Likes
Smoking - Pretty much 'his thing'. It's a rare occasion if he's seen without a lit cigarette in his mouth.
Money - Drysdale is a pretty greedy bastard. He likes money, not necessarily for it's material value, but more for what it represents.
Alcohol, and various other narcotics- He doesn't do these as often as he smokes, but he loves the taste of alcohol as well as the feel that drugs give him.
Women - Self explanatory

Hard work - He's lazy. So eh That's about it. He's pretty impartial to most other things.
History:
this is optional amirite? So... I'll write something basic
Drysdale was born into a very wealthy family. Wealthy even for the standards of the once prosperous city of Vereda. He discovered his powers at a fairly young age, however he never had any real use for them till recently. He was supposed to take over the family business, and his life was geared to that sort of instruction. However, that life wasn't for him. He went through schooling like everyone else, but he never made good grades, got retained several times, nearly kicked out. When he eventually got into college, a few years late, and mainly on his families name and money more than anything else, he dropped out within the first semester. It's not that he's stupid, he's actually fairly intelligent. It's just that he never saw the need too do anything, he is too lazy to care. And besides, it was his impression that he could just coast through life with his families money.
However, it wasn't to be. He was kicked out of the house pretty quickly when his folks realized that he had no intention of ever working for himself. Thus he acquantied himself with the more illegitimate children of society. His natural cunning and will to survive made him adaptable and he was quickly able to make his own money, through under handed methods. As of now he lives in a crappy apartment, that he 'acquired' off of a man for free.
