When people create powers, can it be like a copywrite and have to be asked to make anything similar? So there isn't so many with the same thing and lacking open-creativity?
Last thing I thought about: Fight lasting. Like one person cannot fight longer than ten post, or otherwise be godmodding their stamina? Since this isn't like some Naruto show, we all are commonly humans when it comes to stamina (unless one of their Power alters that concept).
Just somethings popped out of my mind, and much rather tell it than keep and forget it.

I think things like stamina should be saved for stat based RPs. Limiting posts in a fight would just be annoying

To this, the staff keep this in mind. We won't allow no more than two members on each side to have the same powers. You can't really copyright a power, though. But if you come with a completely original power, then just place a note in your character's bio that no one can use it, and the staff will enforce it. When I say original, I mean you can't find it anywhere no other character has it (via comic book, novel, anime, and so on) Even with that, it won't stop spawning offspring of that power
And I agree with Mer, even though I see your point. Limiting fight posts will take away the juice. Besides, fights take longer when the characters or the person behind the character is stronger. It's a battle of wits, not stamina, when it comes to rps.

Actually.... that power reminded me a lot of Rangiku's from bleach. I honestly thought that that's where you got it from.

no, his ash thing reduced anything to ashes that was non biological. and then could reform it. meaning he could reduce a rock..and make a little house from it, based on how much rock he had to work with.
