Atrum District
Emma's Hope Not a single person in Neo Domino is left neglected on the story of Emma. A woman among the rich who had tried to spread word of the beings unseen, otherwise known as spirits. Emma's life goal was to educated the living that there was life beyond death. However, she could not find one believer and was ridiculed. She fell ill one day and began to grow distant from society, spending most of her time at the lake just gazing at it. Then she disappeared all together. Many believe she died there at the lake, but no one knows for sure. The present day believers are convinced she's communicating with the dead to have them haunt the lake and to create the fog that leaves many visitors lost, confused, and even delusional the closer you get to the water.

City Hall At the very heart of New Domino lies City Hall, in all its white and polished glory. Living near this building, you could almost forget that the city was going through an economic depression. Here is where Sebastian Vallese, the mayor, resides when he is working. Unbeknownst to the populace, it is also the place where the city's Mafia groups hold their meetings...

Infractus District
Zuul Buildings Once the center of hope for citizens of New Domino, it is now considered to be the epitome of evil. After all the rapes, robberies, murders, etc., all who remain here are the tormented spirits of victims and the scientists who study and work with them. As one ventures to the upper floors of the building, the negative energy seems to increase exponentially, making it nearly impossible to reach the top floor, Floor 22.
